Infobit CLEVELAND (AP) The supervisor at FBI headquarters accused by a bureau whistleblower of blocking the investigation into the only person facing criminal charges in the Sept. ill attacks is working in Cleveland on a terrorism task force. Agent Michael Maltbie was harshly criticized in a scathing letter sent to FBI Director Robert Mueller by Coleen Rowley, lawyer in the FBI's Minneapolis office. She said Maltbie and others at FBI headquarters thwarted her office's investigation of Zacarias Moussaoui, who has been charged as an accomplice in the hijackings that killed more than 3,000 people. Although Maltbie was not identified by name in Rowley's letter, U.S.

sources speaking on condition of anonymity identified him as the supervisory special agent she singled out for criticism. Maltbie, reached at his home, declined to comment for this story, saying the matter is under review by FBI officials. Rowley said the agent "seemed to have been consistently, almost deliberately thwarting the Minneapolis FBI agents' efforts." Robert Hawk, an FBI spokesman in Cleveland, would confirm only that Maltbie came to Cleveland from Washington, and referred all other questions to Washington. Agents typically work up to years at headquarters, then request field promotions elsewhere. Questions over Maltbie's judgment are at the center of a debate in Washington about whether the Bush administration had collected enough clues before Sept. 11 that might have allowed it to avert the terror attacks if they had been more diligently pursued.

At Mueller's request, the Justice Department's Office of Inspector General is looking into whether Maltbie and others at FBI headquarters mishandled the Moussauoi investigation. The debate occupied a highprofile congressional hearing 'Hit man' was federal agent TOLEDO, Ohio (AP) There was only one problem with the hit man Dale Quigley is accused of hiring to kill his estranged wife: The man was a federal agent. Quigley, 57, who was in jail at the time of the alleged plot, could be given an additional 10-year sentence if he's convicted of planning to have Diana Quigley killed before she could testify against him in court. His wife tipped off authorities about counterfeit money and multiple fake driver's licenses her husband had, and she allowed federal agents to search their home in suburban Point Place, according to a federal affidavit released this week and 1 obtained by The (Toledo) Blade. Quigley was arrested in February after police found guns and five silencers during the search.

He pleaded guilty last month in federal court to possession of unregistered firearm silencers. The affidavit said he wanted his wife killed before she could testify at a bond hearing. Court records said he believed he would not be considered a suspect in her death if he was in jail when she was killed. Diana Quigley could not be reached for comment, but her lawyer, Lorin Zaner, said she feared her husband. Thursday.

The chairman of the Senate Judiciary Committee, Patrick Leahy of Vermont, said he disagreed with the decision in August that there was insufficient evidence to request a special search warrant under the 1978 Foreign Intelligence Surveillance Act. FBI agents in Minnesota wanted permission to search Moussaoui's laptop computer but first needed to convince FBI headquarters ultimately a U.S. judge that they believed Moussaoui was an agent of a foreign power. Rowley hinted that information French, intelligence agencies turned over to the FBI directly linked Moussaoui to Islamic radical groups and to Osama bin Laden. Sen.

Orrin Hatch of Utah, the ranking Republican on the panel, disagreed with Leahy. "I think that you probably would have had a difficult time showing that any of them were agents of a foreign power," Hatch said. Mueller, the FBI director, declined to say whether he believed those at headquarters made the right decision, although he told reporters last week that FBI officials in Washington have failed to support local agents as aggressively as they should. "I have not identified the sequence of facts that went into that determination," Mueller said. But he also suggested he sympathized with doubts at headquarters whether there was enough evidence to seek the special warrant.
