Work involves independent judgment and full knowledge of modern accounting procedures. This class is distinguished from Accountant I, in that this is the full performance level, and incumbents are expected to exercise independent judgment in completing work assignments that are more varied and complex. A Bachelor's or Master's Degree in Accounting, Business Administration, Finance or Economics or a closely related field, which must have included 24 credits in Accounting, and two years of experience where the primary function of the position was professional accounting or auditing.
Definition
Professional accounting or auditing is the application of generally accepted accounting principles and knowledge in the analysis, review and interpretation of financial data, as well as the preparation and presentation of financial statements and other documents in such a way as to assist management with decision making; in the formulation of policies; with planning, evaluation and control of resources and assets; and to better manage and control the operations of the organization. The focus is towards formulating strategies, developing plans, providing tools to assist with decision making, production of financial statements and tax documents, etc., and not on the day-to-day recording, processing, review or reconciliation of financial transactions.
Substitutions
Satisfactory completion of 30 credits towards a Master's Degree in addition to a Bachelor’s Degree in one of the above fields may be substituted for one year of experience.

Located in the Department of Social Services – Various Locations:Under general supervision, an incumbent of this class follows established laws, rules, policies as set forth by the New York State Department of Social Services as well as all departmental protocols relating to the delivery of Temporary Assistance services in determining initial categorical classification and financial eligibility for the various programs and services the department provides. Responsibilities involve interviewing customers, opening new cases, working with customers on achieving self-sufficiency goals, and regularly monitoring and taking action upon any change in a case to re-evaluate categorical classification, income maintenance and continued financial eligibility. Incumbents use a variety of management database systems to keep detailed automated records on all actions taken on cases, and follow established protocols with regard to case documentation and maintenance. This level is distinguished from Eligibility Clerk in that only the Eligibility Examiner or higher level eligibility staff has the authority to make eligibility determinations and redeterminations, compute and authorize customer budgets, and open, close, or reopen cases. The duties require proficiency in both the Spanish and English language, to provide interpretive and informational services. Incumbents are expected to exercise independent judgment in planning and carrying out assignments within prescribed rules, policies and procedures. Supervision may be exercised over Eligibility Clerks and clerical support staff. Guidance and instruction to co-workers and subordinate staff is provided on an on-going basis. A Bachelor's degree in the chemical, environmental, physical, or a biological sciences, or closely related field, with a minimum of twenty (20) credits in chemistry, and two (2) years of environmental inorganic chemistry laboratory experience, or closely related inorganic chemistry experience in instrumentation and methodology used in an environmental inorganic chemistry laboratory
Substitutions
A Ph.D. or Master’s degree in chemistry or a closely related field may substitute one (1) year of the required generic laboratory experience in Inorganic Chemistry or closely related field.

Substitutions
A Master’s Degree in Environmental Science, Biology, Botany, Ecology, Chemistry, Geology, Plant Science, Soil Science, Hydrology or a related area of Planning may be substituted at the rate of 30 credits per year of experience for up to two years of experience required above. There is no substitution for the supervisory experience.

Located in the Department of Health - New Rochelle:Under general supervision of a Westchester County Health Physician, an incumbent in this class is responsible for the planning, development, implementation, oversight, and coordination of programs related to management of population health data around a variety of areas including chronic disease, cancer, and communicable or infectious disease threats. The incumbent will be involved in communicable disease surveillance and epidemiologic and outbreak investigations. Responsibilities taking on a lead role in the department’s periodic Community Health Assessment and input into the Community Health Improvement Plan, promoting public education on data and trends related to health issues, encouraging community awareness and identifying potential opportunities for regional prevention and disease control measures. Oversight may be exercised over technical and support staff. Does related work as required.

Required
A Bachelor's degree and either (a) a Master’s degree in public health which included coursework in epidemiology and three years of professional public health experience which included gathering and analyzing data related to public health issues such as communicable disease, chronic disease, emerging threats, social determinants of health and identification and analysis of health disparities, environmental hazards, morbidity, etc., and which included the design and implementation of such studies; or (b) six years of experience as described in (a); or (c) a satisfactory equivalent combination of training and experience.
Substitutions
Coursework toward a Ph. D. in public health administration, or related field may be substituted for experience at the rate of 30 credits per year of experience.

Possession of a valid license to operate a motor vehicle in New York State at the time of appointment.
